The "expressway button" in a Japanese taxi does not raise your fare
If the meter seemed to speed up the moment your driver pressed a button before entering the expressway, you saw something real — but the cause is a fare rule, not the driver. Here is how Japanese taxi meters work, and why they are sealed shut with a lead pellet once a year.
What you saw
Your driver presses a button on the meter as the taxi enters the expressway. Moments later the fare appears to climb faster than before. This is one of the most common misunderstandings visitors have about taxis in Japan, and it occasionally ends in an accusation of fraud.
The short answer: that button does not increase your fare. It switches off a charge that would otherwise be added against you.
Japanese distance fares contain a time component
A Japanese taxi fare is nominally distance-based, but it includes a rule usually translated as the time-and-distance combined fare. The Tokyo Personal Taxi Association describes it as follows (translated):
The time-and-distance combined fare applies when, during the ride, the running speed falls to 10 km/h or below due to traffic signals or congestion, or when the passenger has the taxi wait; it adds 100 yen for each period of up to 1 minute 25 seconds.
In other words, time spent crawling or stopped is converted into distance and added. That is why the fare can rise before you have travelled the initial-fare distance if you hit congestion right after boarding.
Then comes the sentence that explains the button (translated):
The time-and-distance combined fare does not apply to the deadhead pick-up section, or to expressway sections (except where the taxi is kept waiting at the passenger’s request).
On the expressway, the time-based component is switched off. What the driver pressed was that switch. From your side of the partition, one of the two things that can add to your fare has just been removed.
One caution: the increment values above — 100 yen per 1 minute 25 seconds, and the distance increment of 232 metres cited on the same page — are specific to that association and to the date shown. Fares differ by region and are revised over time. They are not a nationwide figure.
So why does it look faster?
On an expressway you cover ground quickly. The increment itself (so many metres per so many yen) has not changed, but the time needed to cover that distance has shrunk. If you are watching the clock rather than the odometer, the meter looks like it has been sped up.
The same association explains late-night surcharges the same way: the distance increment is shortened, so the meter “goes up frequently” at night. Identical phenomenon, different cause — the unit did not change, only how fast you reach it.
The meter is outside the driver’s control
Japan’s answer to “can I trust this meter?” is not “please trust the driver.” It is an external one: annual inspection by a public metrology institute, followed by a physical seal.
- A taxi meter is a specified measuring instrument under the Measurement Act, and must undergo a device inspection while installed in the vehicle (Cabinet Office, Council for Promotion of Regulatory Reform). The certificate is valid for one year.
- The inspection uses a legally prescribed reference device and verifies, for every individual meter, that the fare displayed corresponds correctly to the distance travelled (Mie Prefecture Metrology Institute).
- The pass range is that the fare changes within the band from the actual distance travelled to that distance plus 4 percent (Nagano Prefecture). A meter that drifts materially against the passenger does not pass.
- The inspection goes as far as the tyre pressure of the drive wheels. Yamanashi Prefecture instructs operators: “so that the drive wheel air pressure can be checked at inspection, please remove the wheel covers and caps in advance.” Pressure changes the rolling diameter, which changes measured distance.
- A meter that passes is sealed with a lead pellet stamped with the inspection mark and the expiry date (Mie Prefecture, original wording). On that stamp, the upper figure is the year (last two digits) and the lower figure is the month.
That seal sits where you can see it. If the stamped date has passed, the meter is not currently certified — and you do not need to take anyone’s word for it.
This is a difference in systems, not in manners
In most of Europe and North America, drivers do not switch fare modes while driving. So the act itself — a driver reaching for the meter mid-journey — reads as suspicious before anything else is considered.
What is actually happening is the interaction of a fare system that charges for time and an exemption that suspends it on expressways. Translating the words on the button would not have helped. You have to explain the rule. That is why this site is built to explain how the system works rather than simply to translate its labels.
